Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to serve as the Division Chief of Maternal, Child, and Family Health. The position oversees a division of over 15 staff members and a budget of over 30 million, while also serving as the federal Title V Director, a required position of the Title V Maternal and Child Health Block Grant.

Essential Functions
Organizes, plans, implements, and evaluates the activities for the Division of Maternal, Child and Family Health Services (MCH).
Manages MCH Title V Block Grant Programs.
Develops and implements sensitive and confidential health policies for the total management of the MCH Services Division with emphasis on oversight of existing programs and development of new programs or program initiatives.
Serves as full line supervisor.
Confers with Agency management on the comprehensive integration and coordination of the Division's program activities and functions as needed into other agency services which target
the health of women in order to improve Agency programs. Writes publications and blogs in regard to Division programs.
Integrates Division programs on an interagency basis with local, state, and federal agencies.
Coordinates management studies of program evaluation using impact and outcome indicators established nationally and implemented in Illinois.
Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
Requires four (4) years progressively responsible administrative experience in a public health program.
Preferred Qualifications
Two (2) or more years of experience in Illinois Maternal and Child public health work.
Two (2) or more years’ experience in managing professional, technical, para-professional and administrative support staff.
Two (2) or more years’ experience creating a strategic vision or designing a program using data.
Master's degree or above in a related field.
Two (2) or more years’ experience in public speaking and presentations (Professional conferences, stakeholder meetings, leadership meetings, panel presentations, webinars).
Two (2) or more years’ experience writing professional correspondence and publications (articles, journal articles, blogs, reports, memos, briefings).
Two (2) or more years grant writing experience.
Two (2) or more years experience engaging external and internal stakeholders.
Two (2) or more years experience in grant administration (managing responsibilities of grant) as a grantor.
Conditions of Employment

As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
